I know you can't target Stripers outside of three miles. Can someone tell me why?

Those guys were probably fishing for blues and doggies
Stripers may have been bycatch

STRIPERS DON'T BREED IN THE OCEAN----their eggs need to float for 36-48 hours in fresh water or at worse brackish water over sandy or rocky bottom
They travel well up rivers to Spawn all along the East Coast
Reason for 3mile clousure is to protect some of the breeders as they travel up and down the coast
Plenty of stripers to catch inside 3 mile and behind barrier islands
WE ARE ALREADY REMOVING TOO MANY BREEDERS WITH 28" LIMIT
I lived through the years when catching one striper a year was a BIG DEAL ,than 1 fish at 34" and they were LEAN years for sure and don't ever want to see it again
IF when they catch those outside the 3 mile limit fishing for stripers and take their boats there would be less of it going on

I too remember the lean yrs.bucktail is 100% correct. Striped Bass spawn in fresh water I.E. the deleware, hudson,Rivers,I caught stripers in May in Newburgh N.Y. maybe 30 miles from salt water, and they go up river much more than that . Then come on back to the salt to feed and migrate.

By the Feds closing it in US EEZ (Econimic Exclusive Zone) from 3 miles out to approx 90 miles out it prevents commercial harvets of striped in this area by all commercial vessels. This was a move made that allowed the stipers to rebound to the point where they have been for the last few years. Most of the bass migration takes place in the 3 mile and off area of the Ocean.

Spawning occurs in brackish/fresh water as was stated in an earlier post.
