CLAYMONT, Del. — Seven fishermen, including five from Delaware County, have been cited for violations of boating safety and fishing license requirements during a fishing tournament Saturday on the Delaware River near the Pennsylvania line.

Delaware Division of Fish and Wildlife Enforcement agents cited Christopher Murphy, 49, of Ridley Park, who was charged with one count of insufficient personal floatation devices on his vessel.

Joseph A. Pavone, 52, of Haverford, was charged with one count of unregistered operation of a vessel. Christopher Unruh, 19, of Collingdale, Albert J. Pavone, 26, of Haverford, Marc S. Ruebeck, 35, of New Castle, Del., Joseph A. Pavone Jr., 24, of Haverford, and Cody W. Kaufman, 20, of Willow Grove, were arrested and each charge with one count of unlicensed fishing. I think the issue is NJ doesn't require a fishing license below the Commodore Barry Bridge but Delaware does. The Delaware state line is the low tide line on the Jersey side. So they were fishing in Delaware without a license. Thats my understanding.

That's pretty much it I'm not sure how far down the river/bay the Del. state line runs. But from the Pa. state line down into the bay is Del. state waters.
