Atlantic - NOAA Reopens Scoping on Striped Bass Fishing in the EEZ; Public Invited to Comment

NOAA Fisheries Service is seeking additional public comments on a preliminary draft analysis document containing Federal management options to open the exclusive economic zone (EEZ) to striped bass fishing, as recommended by the Atlantic States Marine Fisheries Commission (ASMFC). The stock of Atlantic striped bass, once overfished, was declared fully rebuilt in 1995. New regulations were later established to allow limited fishing in state waters. Under the current closure of the EEZ-- the zone of federal waters that extends from 3 to 200 miles offshore-- any striped bass caught there must be discarded. The fish are often dead when thrown back. Reopening the EEZ could reduce waste by allowing some of the discarded catches of striped bass to be landed and counted toward quotas.

NOAA first announced that it was considering proposed rulemaking to reopen striped bass harvest in the EEZ during 2003. After reviewing comments from the public, NOAA decided to further evaluate the potential impacts of this proposal. Public scoping meetings were held in nine Atlantic coast states. In 2004, the ASMFC Striped Bass Technical Committee prepared a new stock assessment. However, members of the Technical Committee did not feel the assessment was an accurate representation of stock status. Given the uncertainty, NOAA decided to delay the analysis of new management options until the 2005 stock assessment became available.

Due to the significant time that has passed since the initial scoping hearings in 2003, together with widespread public interest in this matter, NOAA Fisheries is now seeking additional public comments on management options that could open the EEZ to the harvest of Atlantic striped bass.

:confused: It figures, What A holes. They finally acomplish their goal, which for them is RARE, after 20 years and now they want to throw it all away because they don't have the B_ _LS to feed these fish. You don't have to discard want you not suppose to fish for. :mad: :mad: :mad: :mad:

THAT is a very poor idea IMO

You open it up for even the smallest harvest.......even if it is for bycatch....and you make it that much easier to get it opened for a regular harvest ! Everyone let them know we are against this.

Everyone is worried about the fish in the EEZ, but no one is worried about all the breeders that are slaughter has they run up the Delaware and the Hudson to spawn. Protecting them until they spawn makes more sense. They are protected in the River but not the bay. That doesn't seem to make much sense.

Judging by NMFS's words they seem to have their minds made up on this one.

I like how they say the ASMFC requested it. ASMFC votes were one short, the two NMFS votes put it over the top.

Judging by the number of boats that are already fishing out there it seems to me that they are closing the barn door after the horse is gone. Oh wait, everybody out there is just bluefishing yeah right!!!

The problem is,there are too may guys bluefishing out there that never heard of catch and release, only meat and eat.

Bob, just to clarify your last point. It was one NMFS and one U.S. Fish and Wildlife who changed their vote from abstention in December to Yes in February. Our Pennsylvania vote was no.

Putting this another way, the majority of state voted against opening the EEZ.

I would encourage all to comment on this to the people noted in the release. If there is a public hearing in your area, go to it and tell them how you feel.

If this ever comes upto the ASMFC again, I am sure that Pennsylvania will again vote NO......Gene
