View Full Version : ASMFC ADVISORY PANEL PROCESS

In another post, I advised that Bill Donovan had been approved to serve on the Atlantic States Marine Fisheries Commission's Striped Bass Advisory Panel.[AP] This is not a slam dunk. Here is the process:

1.Each state is usually allowed two persons to serve on the AP.

2.There must be a vacancy on the AP from that state.

3.One of the three Commissioners must nominate the candidate,and summarize his/her credentials and experience.

4. The other two Commissioners must agree and sign off on the candidate. [In Bill's case the other two Commissioners were Representative Curt Schroder and Dr. Douglas Austen, Executive Director of the Pennsylvania Fish and Boat Commission]

5. His/her nomination and credentials are duplicated and reviewed by all Commissioners serving on the ASMFC Striped Bass Management Board.

6. At the meeting of the Striped Bass Management Board, the nominator puts his/her name in the form of a motion and there must be a second. The nominator, then usually highlights the credentials and experience of the nominee and a vote is taken.

The Striped Bass Management Board has three Commissioners or their proxies representing the following states: Maine, New Hampshire, Massachusetts, Rhode Island, Connecticut, New York,New Jersey, Pennsylvania,Delaware, Maryland, Virginia,and North Carolina.

In addition the following entities each have one representative: Potomac River Fish Commission, District of Columbia, National Marine Fisheries Service and United States Fish And Wildlife Service.

This is 40 Commissioners, but each state has only one vote.

I just went to the ASMFC.ORG website and you can find the names of all the parties involved from commissioners to technical committee to advisory panel.It is up to date. Bill Donovan is there. It is a little hard to read because of the script font they are using. When you get on the web site, click on Contacts and follow from there for the various species that we manage.....Gene

Gene ,did we just give away our flounder quota
to other states?The same ones we could not agree
with about stripers?

Nocturnal, I do not have a seat on the Summer Flounder, Scup, Sea Bass Board since we do not have any of these species in Pennsylvania waters. However, New Jersey did not give up any of their quota to Mass., Conn. or N.Y.

I believe the decision for the N.J. regs is going to be made this Thursday at the library in Galloway Twp.

Nocturnal, nobody is giving away quota. The measure that passed (for 2006 only) would give NY, CT & RI(or is it MA) a credit for fish that the other states choose not to utilize in theory. IE, if NJ stays status quo in our regs NY will get a credit, NJ is not limited to any less fish for 2006. If NJ changes our regs we still are limited to that same number of fish which is 1,443,000 fish. :confused:

I threw out the rag I read it in and as usual
I'm confused.I thought NJ did not catch it's quota.So we should get the credit incase of over
fishin this year.

We are eligible for a credit as in prior years. However it's not too smart to really use it since we've been burned before. We may take a few more days in the season, not enough extra to really do more then that. The overage states will get credit for any excess according to the numbers. We're free though to take as much excess as we want or can.
