In another post, I advised that Bill Donovan had been approved to serve on the Atlantic States Marine Fisheries Commission's Striped Bass Advisory Panel.[AP] This is not a slam dunk. Here is the process:
1.Each state is usually allowed two persons to serve on the AP.
2.There must be a vacancy on the AP from that state.
3.One of the three Commissioners must nominate the candidate, and summarize his/her credentials and experience.
4. The other two Commissioners must agree and sign off on the candidate. [In Bill's case the other two Commissioners were Representative Curt Schroder and Dr. Douglas Austen, Executive Director of the Pennsylvania Fish and Boat Commission]
5. His/her nomination and credentials are duplicated and reviewed by all Commissioners serving on the ASMFC Striped Bass Management Board.
6. At the meeting of the Striped Bass Management Board, the nominator puts his/her name in the form of a motion and there must be a second. The nominator, then usually highlights the credentials and experience of the nominee and a vote is taken.
The Striped Bass Management Board has three Commissioners or their proxies representing the following states: Maine, New Hampshire, Massachusetts, Rhode Island, Connecticut, New York,New Jersey, Pennsylvania,Delaware, Maryland, Virginia, and North Carolina.
In addition the following entities each have one representative: Potomac River Fish Commission, District of Columbia, National Marine Fisheries Service and United States Fish And Wildlife Service.
This is 40 Commissioners, but each state has only one vote.
