    This guy really is a moron. And he's doing this all with a suspended license? Wouldn't you want to NOT attract attention to yourself if you're driving under suspension? Sounds like the actions of someone who doesn't care about the law. He's likely a repeat offender.

    Was this in Slower Lower Delaware?
