Definition of a googan

So what, if any, is the proper definition of a googan? It's certainly not something that Merriam Webster might explain. So what's your perception of the term?

I will be more specific. The guy that yells on the radio for running too close to a school of bunker he is working in the spring. But he is the same guy to do it when he is done fishing for the day.

Honestly, I keep the radio off when fishing inshore recreationally because there too many that do not know how to use it or are just abusive with it. In tournaments we keep it on for updates and offshore it is on to be of assistance to nearby vessels.
