Probably not a hot topic but as you can see the Fed's are slowly moving recreational fish of all types into commercial nets
Mid-Atlantic - Measures Proposed for 2006 Bluefish Fisheries
NOAA Fisheries Service has proposed state-by-state commercial quotas, a recreational harvest limit, and recreational possession limits for Atlantic bluefish. The 2006 Total Allowable Landings (TAL) is 24.799 million lb, approximately 24 percent less than the 2005 TAL. As recommended by the Council, NOAA Fisheries is proposing to transfer
5.367 million lb from the initial recreational allocation, resulting in a proposed 2006 recreational harvest limit of 15.216 million lb and a proposed commercial quota of 9.583 million lb. The current recreational possession limit of up to 15 fish per person would be maintained.
