What do you think, should he be fined, go to jail?

I think its unfortunate but ignorance should not be an excuse but Jail, no way, a fine is more in order here.

If your fishing on a pier in So. Cal. and you don't know you can't keep a Black Sea Bass the guy fishing next to you or the guy in the boat knows. Their Sea Bass program is very well publicized and there are probably signs on the pier. No excuse. his guy will probably get a HUGE fine.

Yeah but in the video it shows the boat gaffing the bass, why are they not going after him as well?

For recs:

1st offense - enough of a fine that you make sure you know what the regs are from now on.

2nd offense - no excuse this time, so a fine big enough that everyone around you makes sure they know what the regs are from now on.

3rd offense - life altering punishment.

For charters/and comms skip step 1 and go right to step two. There is no excuse for them not knowing.
