Don't know if there is a head boat in Barnegat bay, but I run open boat in Great Bay for up to 3 guys, and after the 6th up to 5 with the new boat. It's the same water unless you have an area you would like to concentrait on.

The only headboats are Doris Mae and couple others, but they fish the ocean. The only option for fishing barnegat bay for fluke is rental boats. There are rental boats by the Barnegat Light house near Barnegat light bait and tackle.

My uncle got me hooked on saltwater fishing for fluke in Barnegat bay. It was my first taste of salt water fishing. I used to fish the Barnegat inlet and by the lighthouse when the inlet was still a beach. Now that I think of it my Uncle was a little nutz because we drift the inlet in those rental boats.

NS...
I am not sure there are any "head boats" that fish the inside...
All the boats in Barnegat Light are targeting fish outside... and the Miss Beach Haven is fishing outside too...
I think they are a little big to be messing around the skinny water where you want to target the Fluke...
