Here's the gist of a post I made on my web site after asking a 17 year vetran Conservation Officer.

I did talk to Conservation Officer Massy yesterday afternoon while starting to get set up for this years county Hooked on fishing tournament and he DID re-iterate what he said last year.

IF YOU ARE FISHING FOR HERRING WITH A CAST NET OR DIP NET AND DO NOT HAVE A FISHING ROD IN YOUR POSSESSION YOU DO NOT NEED A FRESHWATER FISHING LISENCE.

He mentioned something about the knowldge of the marine enforcement (Nacote Creek), but we better not go there.

My thought is you ought to have a lisence and a fishing rod handy just in case something worth throwing at appears.

I hope that helps.

Not really, I have always bought a license just to be safe, because of the conflicting information. ;)
