NJ holds the permits for the 15 reefs, NJ and private contributers also paid to have the reefs built. Good luck in getting the MAFMC to fund commercial reefs in federal waters.
The intent is good. The authors of the resolution are not up on who would have to pay for the permit applications, who would hold the permits and supervise the construction and maintenace of the reefs. We are working on educating them.

I'm a little suspicious of the dredging materials, both are reported to have toxins. Maybe killing two birds with one stone. Appease the commercials and get rid of dredge material. Don't know about eating the fish ?
