For those of you that fish in the freshwater lakes of NJ, here is the link to the new herring regulations. If you think that would not affect you, read this and particularly part 3. I used to fish in some of the northern NJ reservoirs years ago, and so this caught my attention, as sawbellies(freshwater herring) were a bait of choice. I wrote them an email through the link on the fish and wildlife website about how stupid I thought this was. I won't bore you with the contents of that, but you may want to take notice of what is happening with this.
