I wrote these guys and this is what they said.

Eon,

Thank you for visiting Rt. 52, Causeway web site. The New Jersey
Department of Transportation (NJDOT) is committed to involve all
stakeholders during the project development process. We look forward to
working with you on the project and appreciate your interest.

Here is the response to your comment:

Comment: FROM THE LOOKS OF THE PLANS FOR THIS BRIDGE IT LOOKS LIKE
FISHING FROM LAND WILL BECOME A THING OF THE PAST. I WAS WONDERING IF
WHEN THE SPAN IS CONSTRUCTED THERE WILL BE FISHING ACCESS AND WHERE IT
WOULD BE. THERE ARE MANY CONCERNS ABOUT THIS MATTER. PLEASE EASE OUR
MINDS KNOWING THERE WILL BE PIERS OR SUM ACCESS FROM THE BANKS. THANKS

Response: The Route 52 Causeway Replacement Project has paid
particular attention to the issue of providing fishing access along the
length of the causeway. The only island which will not have fishing
access is Elbow (Sedge) Island, as part of an overall plan to balance
environmental impacts and to provide for mitigation. However, the
proposed design includes fishing access from both Rainbow Island and
Garret's Island through a combination of fishing piers and access from
bulkheads placed along selected shoreline locations. Additionally,
there
will be fishing access from selected bump-out locations along the
southbound side of the bridge over Elbow Channel and Rainbow Channel.

Thank you again for your efforts and support for this important
transportation improvement project.

What do ya think?

Now that is a bureaucratic/political answer to a question. DOT Does not have its Army Corp or DEP (LURP) CAFRA and Waterfront Development permits yet. You need to put pressure on these groups since they are the ones who willset the conditions of the permit that DOT needs to follow.
