does anyone know if it is legal to keep a tagged bass? if so, what do you do with the tag? do you send it somewhere???

If the fish is of leagl size, and you want to keep it is leagl. There should be an address on the tag were to send it, also make note of the size, weight, and location caught. However you should release any bass with a Rutgers tag because they have raido transmitters insde. Here are some links:
